Hi
Sorry for a delayed response. It feels great to find some activity happening on this section of the forum. Their are a lot of universities (US/UK/Europe/Australia) which offer courses in electronics and electrical engineering.
The selection procedure is not as simple as it is in India. Selection in top Universities aboroad is based on a lot of things like:
1. GRE/TOEFL score
2. Your Profile and work that you have done in your field of interest.
3. What is the kind of specialization you look for MS/ Phd.
It is generally said that 1350+ in GRE is the bare minimum requirement with a strong academic profile. Most of the people apply for MS hence the competition is stiff. If you look for a PHD the competition is generally much less and a lot of scholarships are on offer too.
Please do let us know of the course in which you would like to specialize in. Universities abroad are ranked on the basis of the course. So a university might be extremely good in Electronics courses but might be extremely poor in say Civil courses.
Hope this helps. If you provide a bit more details we would be able to answer your query specifically.
